I read through all the comments so far, and only one person is close. And I only mean "close" by the way he described the top part of the object pictured.
Shinade asked if I’m enjoying torturing you. Why, yes. Yes, I am. But not so much that I won’t give you more of the object to go on. This picture shows the bottom half of the part you see pictured above.

well, it’s part of an old drum. there are a few of those placed around the drum and they are used to keep the membrane on the drum. they also can be used to adjust the tension so your drum sounds fancy.
i guess.

Im guessing that in the first photo we see the rim, claw / hook and tension rod of an old drum (i.e percussion instrument, not barrell) in the second picture it looks to be a lug.

A clamp that holds something closed. Perhaps the clamp that the judge handed you for your mouth when you were picked for jury duty? ~ Steve

i think it’s a part of a drum, and that part is used to pull the skin of the drum over a frame

It sure looks like rather than a clamp, that you tighten the bolt to secure the top part in place. I don’t have a specific guess, though there are lots of good ones above. The only other thing that comes to mind is that it is nautical in some way.
By the way I am very pleased to see Steve stumped although I have come to depend on him having the answers when he comments at my site! (I still have not forgiven him for telling me that he can pick home grown tomatoes in February).

Okay here goes….now reminds me of our oil furnace tank when we lived in Maine. so new guesses, the tank that holds your oil for your furnace, or, a smoker for cooking meats, ….oh dear….you are good at this!!
Okay one more, a wood burning stove and this is some part that controls the ventilation.
Furnace, Smoker, Wood burning stove, Tank for fuel for furnace in cellar, Hot water heater.
Those are my guesses for today!!
